Can you drive a 3-wheeler on a provisional?

My future in-law needs commuter transport. His partner is pregnant he has not passed his test yet. Can you still obtain roadworthy Reliant 3 wheelers with reverse gear blocked? If so, can he drive it on his provisional licence?

You were never allowed to drive 3 wheelers alone on a provisional licence or to take passengers who did not have a driving licence.
