Corsa brake test results - should I be concerned?

I'm currently unhappy with a used car purchased from a main dealer and am in a dispute with them on several issues, particularly the brake pads.

An RAC Inspection advises they are over 70% worn and the MOT sheet from six weeks ago states a combined Brake Test Result of all four wheels of 924 with a weight of 1190 (making a 78% efficiency).

Am I right in adding together all four figures to calculate the efficiency as this does not stack up with the Inspection Report advice - just confused at the moment?

If brake pads are 70% worn, a car dealer will not automatically replace them reasoning that there is still 20% safe wear left in them. You bought a used car. Not a new car. You must expect to have to replace some wearing parts earlier than you would on a new car.
