Why is my Volkswagen Golf Estate's expansion tank overheating?

I have, for a while, had problem with overheating with the expansion tank in my Volkswagen Golf estate TDi, particularly when going up steep hills. I keep topping up the coolant tank, sometimes three or four times a day and sometimes not at all. I replaced the tank but it's made no difference. Please suggest solutions?
