Can I contest a parking charge notice for overstaying whilst shopping?

Can you advise how I deal with a Parking Charge Notice from the owners of the B&Q Car Park in Crawley, West Sussex? Our car was parked there on 3 October 2012 and the PCN was received on 19 November. Although the letter states that a previous notice was issued, this was not received. They are requesting the outrageous sum of £75. It is apparently a 2-hour car park, I have today checked the car park signage. We were shopping over this period of time in B&Q, who cannot help as we have no receipts from the shop. Can you advise if I need to settle this?

If they obtained your keepership details from the car registration then this will be a parking enforcement outfit (not B&Q) that has access to DVLA data.
