Would selecting the sunroof and spare wheel options on a Skoda Yeti increase the CO2 emissions?

I ordered a brand new Skoda Yeti 1.2 DSG (Automatic) with 2-wheel drive on 6 March, 2010. The order included factory-fitted options of Panoramic Sunroof and a steel spare wheel. I expected delivery about now but have called at the garage twice and phoned three times asking for the delivery date. Today I was told by the garage that they had some bad news and that the car hadn't commenced production as there was an error logged in the ordering. They said this was because I couldn't have a sun roof and a spare wheel as this would take it over the CO2 emissions. Does this ring true to you? As you can imagine I'm extemely angry that its taken 12 weeks to tell me this, but that's another issue. Do you think they're trying to use this excuse to cover some other reason?

That does make sense. The roof and wheel will increase the CO2.
