Parking fine from local hospital

I received a breach of contract notice and a £60 fine from my local NHS hospital trust, which where I work. Several spaces were coned off for line painting works. I parked in the next bay which was not coned off and a regular bay. I have a staff permit, valid, on display and paid for £360 per year.

The ticket said I had moved a cone and was obstructing contractors. I did not move a cone when I parked. What should I do pay up or go to court?

Three states of appeal. First the parking enforcement outfit. 2nd POPLA, which can only be over matters of fact, which yours is. Third, stage small claims in the County Court.
