Parking ticket - can I appeal?

My wife has just received a parking charge notice from a private operator with an accompanying photograph of our vehicle. We were not parked and were not in a parking zone, although we were on the approach to the car park and had stopped to try and read the gantries to determine our route out of the area.

The photograph shows pink double lines on the side of the road where we had stopped (for a couple of minutes) and it might be worth mentioning that an enforcement van came along and asked us to move, which we did. How should we respond to the parking charge notice?

It all depends if this was on a private road or on a public road. Was the enforcer working for a private landlord or the council?

If the council, then there is an adjudication process through which she can appeal. If a private road then the government has given enforcement of this sort of thing to private companies. More here: www.honestjohn.co.uk/faq/private-parking-penalties/
