Does a 2002 diesel car need a catalytic converter to pass the MoT?

No. All it will be subject to is a smoke opacity test. Strictly speaking, if it was fitted with an oxidising cart converter when new, it should still have one, but the MoT test has no way of knowing if the cat still contains its ceramic core.
