Will the brakes and steering still work, without the engine running?

Can you tell me if the brakes and steering will work without the engine running on a Vauxhall Zafira? My car has run out of petrol and my friend has suggested free-wheeling it down a hill to the local garage.

The brakes and steering will still work; however, without any power assistance, they will require a lot of physical effort to operate and I wouldn't recommend running it down a hill.
