Can I reject a car over poor fuel economy?

In March 2013 I took delivery of a Kia Rio as part of the NHS lease scheme. This was chosen based on the fuel economy info from Kia and the lease company appointed by the NHS. However, since driving the car, I have discovered the fuel economy is nowhere near the claimed MPG and the car is proving costly to run at almost 1000 business miles each month.

I want to change this car, but am blocked at all points. Kia were rude and dismissive, the lease company Automotive Leasing also not interested, and the agency (Knowles) have been pleasant but ineffective in supporting the issues.

They are now refusing to offer Kia cars based on my complaints, yet will not support me to change my car without charging a hefty penalty (almost £1000). What can I do?

No it wasn't mis sold. The fuel economy information was the EC lab test results which are the only figures KIA is legally allowed to supply. For real life fuel economy you could have checked at
