Is it illegal to leave children in a hot car?

Earlier today, with my car temperature gauge reading 30 degrees Celsius I saw two young boys sitting in the back seat of a Ford Ka in a supermarket car park. Their only ventilation was the two rear quarter light windows open. I was so concerned I put my face up to the window and enquired if they were OK. When the mother eventually returned she flew at me with verbal abuse for not minding my own business. This left me questioning whether I should have minded my own business.

It is actually a criminal offence to leave children unattended in a car.
