Do pedestrian still have priority?

When I did my driving test back in 1964 I seem to remember that the Highway Code had an introductory section in which it was stated that: "The pedestrian has the right of way at all times.” I wonder if this was taken from an early Road Traffic Act, or does the pedestrian still have the right of way as the early Highway Code stated?

Rule 170 of the Highway Code still states: “watch out for pedestrians crossing a road into which you are turning. If they have started to cross they have priority so give way.”
