Why does the Telegraph's 'Mr Money' column state that making VAT payments is legally avoidable?

In a recent Telegraph Motoring section, ‘Mr. Money’ stated that "making VAT payments used to be optional, now it is legally avoidable." Both statements are incorrect. The idea that HMCR would allow any commercial concern to choose whether to collect VAT or not is risible and disingenuous. The discount given may, indeed, equal the VAT liability but at some stage VAT will be paid.

These deals have always been a discount equivalent to the VAT element. And that does not equate to a 20 per cent discount. It's actually 16.66666%.
