Where can I have my Toyota Hiace modified and made LEZ-friendly?

As we are moving rapidly towards the initiation of the LEZ on 3 January I would appreciate any help you can offer as to where I can get a new filter fitted to my 2.4-litre 1999 Toyota Hiace to enable me to comply with the new emissions regulations.

Being self-employed in a small company and struggling to make ends meet in the current economic climate, a new vehicle isn’t an option and I have to look for the most economical alternative. A large amount of my work is within the LEZ and if I am unable to comply with the new regulations I will be forced to give up these jobs and with them, possibly, my business. The option of passing on the £100 per day charge to my clients is simply not possible.

This page apparently tells you what to do: www.tfl.gov.uk/roadusers/lez/17701.aspx

Obviously if this is impossible then TfL will put a lot of small businesses out of business and people living within the LEZ will find it increasingly difficult and increasingly expensive to employ builders, decorators, electricians, plumbers or other tradesmen for any jobs or emergencies.
