Should this be covered by the warranty?

I purchased a C4 Grand Picasso second hand from Citroen Coventry in Jan 2011 with 12 months warranty. It had a suspension error on the ECU and the garage have had it in to try and fix it along with some other issues. As I live in Birmingham they said I could also have work done locally at Citroen Erdington.

They have also tried to fix this error. It is still not fixed and now out of warranty. First its a software issue so they upgrade software. Then its a battery issue. So I buy new battery. Now its a new compressor costing £1000. I believe this should be covered under the warranty as it was originally in warranty when the problem occurred.

Citroen Customer services say not but will pay for 25% towards parts. Should this be a warranty issue?

Yes. Take the matter to www.moneyclaim.gov.uk, but first tell the supplying dealer that is what you intend to do if he does not fix the car you bought from him that has been faulty from day 1.
