Vauxhall Vectra heater blowing out cold air

The heater on my X-Reg Vauxhall Vectra blows out cold air, I have changed the thermostat and bled and flushed the coolant system.

Most likely to be a failed electric valve between the engine coolant pipes and the heater matrix.
