BMW X3 has lost power

I have a BMW X3 2.0D which had a new turbo fitted 2010 and now although it revs well it has lost all its power.

I would guess that the oil feed pipes were not replaced and are coked up so oil is not getting to the turbo bearing and it will soon fail.
