Car alarm noise pollution

While away from home, my car alarm went off and continued off and on for over 48 hours (according to my neighbour), and I arrived home to find a flat battery. Is there a noise pollution law under, which I could have been prosecuted and why do manufacturers not terminate the alarm before the battery is flat?

Next time leave a key with a neigbour so he can disconnect the battery.
