Parking question: Not displaying ticket

I have been served with with a APCOA – PCN - City Council Parking Ticket. They are demanding the full amount £50, as the original fine from a parking ticket was not paid within 14 days. Reason - Not displaying a valid ticket. The car was used by a family member who remembers parking, and did pay and display (£2) at the time.

She definitely did not see a parking ticket attached to the windscreen and this is the first time we have become aware of it. As this occurred over a month ago, the parking ticket was disposed. Please help and advise on our position.

Declare whoever was driving the car to APCOA, and leave them to fight it out with APCOA. Once you have declared the driver they cannot legally pursue you for any penalty.
