Poor fuel economy in my Ford Fusion diesel 1.4 . What's the cause?

I have recently bought a Ford Fusion Diesel 1.4. It's one owner with 46,000 miles. I am only getting 43mpg on a combination of motorway and commuting journeys. How can I improve this?

By driving at lower revs. By changing the air filter. By switching to a better diesel such as Shell V-Power or BP Ultimate that might clean up the injectors and make the engine more efficient.
