Cleaning off tar?

My wife's Peugeot 107 is covered externally with tiny black spots, which I believe are the result of road resurfacing nearby. It is too late to pursue with either the highway authority or the contractor. What is the best way to remove these tar spots? The paint is red non-metallic.

Have them professionally removed. There will be products in Halfords, etc., but she could seriously damage the paintowrk trying to use them, so best to go to a professional.
