Why wouldn't Harrow Council allow me two weeks to pay a bus lane fine?

Whilst travelling on the Kenton Road, Harrow on 13 August 2010, we had to turn into a junction to turn around dipping into the bus lane for a couple of metres. This involved no stopping or any inconvenience to buses. But we were photographed and received a £120 fine, which if paid by 6 September would be reduced by £60. From 15 August to 5 September we were in Devon. On returning to London and finding our letter, we paid £60 by cheque, which Harrow Council would have received probably on 7 September. It was returned demanding the full amount. As the 'offence' was on 13 August, the letter from the council was typed on the 23 August. Is it reasonable to expect to be given approximately two weeks to pay? I would be grateful for your advice.

It's difficult to argue this. I have gone to tribunal over a similar time penalty imposed by HMRC. Basically we now live in a country where any penalty will be enforced against us without compassion or leeway.
