Corsa heater problem

The heater in my Vauxhall Corsa only produces cold air and I don't understand why this is.

The electric valve between the engine coolant pipes and the heater matrix has failed. You probably have not used the heater all summer. Now you try to open the valve again it has stuck.

I have a 51 plate Astra 1.6. The problem is all the windows steam up after 10 mins. The heater is working on all speeds and all the vents are blowing hot air OK, but the windows are still not clearing...
