Can I fit all season tyres with a higher load rating?
I drive a Subaru XV and the tyres are load rating 98. I am thinking of buying all season tyres and many brands offer load rating 102. Am I OK to fit the higher rating?

There should be no issue in fitting tyres with a slightly higher load rating. The difference between a load rating of 98 and 102 is 100kg, so as long as you do not exceed the maximum gross weight of your vehicle this is no reason why you cannot make this swap.
