Economical tow car

I tow a 1500kg caravan with an 2008 E280 CDI Estate. I want to replace this car with a 4x4 for better traction in mud/snow. I need a car which has a large boot for two dogs and a pushchair.

The E-class does 28 mpg in town where I do most of my driving, and 33-38 on long runs.

Can you suggest a 4x4 with a large boot and over 40mpg (real world) which weighs over 1750 kgs? Budget is £22k ish. Stop-start would be good.

Hyundai ix35 looks too small and Sante Fe too heavy/ hard on fuel.

The Honda CR-V 2.2 diesel is a bit light at 1,600kg. But the best heavier alternative is a Santa Fe 2.2 R-Type diesel.
