VW Golf Mk3 failed MOT on emissions

Any suggestions as to why my VW GOLF MK3 has failed its MOT on emissions?
It had new plug and air/fuel/oil filters 11 months ago.

It has only done 77,000 miles.

The reasons for failure are:
Exhaust emits dense blue smoke during acceleration (but it isn't burning oil haven't had to top it up in months)
Excessive Carbon Monoxide & Hydrocarbon content.

Fast idle test
CO= 0.479%
HC= 159ppm

Second Fast Idle Test
CO= 0.982%
HC= 352ppm

The guy at the MOT center told me to scrap it, but I love this car.

Well if as you say the engine is emitting dense blue smoke during acceleration then one would pressume that the engine is burning oil.
This could be down to
1.Engine overfull with oil
2.Faulty Valves or Valve stem seals
3.Worn Cylinders /piston rings.
You can check the first one yourself,the 2nd one is a strong possibilty and if so could be repaired at reasonable cost by a garage.
You may want to try a different garage for the repair an subsequent MOT.
