Do the new number plate rules apply to all vehicles?

Are the new number plate rules only for new vehicles or will they apply to vehicles already on the road? I see a lot of vehicles with incorrectly spaced/raised/3D plates on.

The rules apply to any new number plate fixed to a vehicle from 1 September 2021. This includes both those fixed to new vehicles and any replacement number plates. Number plates already fixed to vehicles before 1 September 2021 do not need to be replaced but must still fully comply with the legal standards, including complying with the British Standard that applied when the number plates were fixed to the vehicle.
