“Tell me how I new?”

Given the number of 'new' cars sitting in fields, docks, etc., how can a potential new car buyer ensure that they are purchasing a new car as opposed to one that's been sitting around in the open air for 12 - 18 months? Or doesn't it make any difference? Should it be cheaper still?
