It's impossible to contact the delay but I need to transfer ownership of a car. What can I do?

It's impossible to contact DVLA for advice. Please can you help? My mum died in May and, as her executor, I sent off (by post, as required by DVLA) the relevant part of the V5C, with a request to SORN the car. When I look online it's still registered as taxed, and is presumably still 'owned' by my mother. I now need to transfer ownership to my brother. How can I do this?

The DVLA is dealing with a huge backlog of paper applications at the moment. This is because they furloughed many of their staff during the COVID-19 outbreak and were unable process the applications as normal. If you do not get anywhere with the DVLA complaint, I would recommend contacting your local MP. They will be able to refer your complaint to the Parliamentary and Health Service Ombudsman.
