Can I request a Scottish registration plate from the dealer?

When registering a new car, is it possible for the garage to request it is registered in an area away from where I live? I would like to have a Scottish registration plate number.

The dealer will be allocated a region identifier (the first two letters of the registration plate) based on their location. The only way to get a new car registered in Scotland is by buying from a Scottish dealership.

I'm buying a used car. The dealer has the V5C certificate in the name of the previous owner and not in the name of the dealer. Is this correct? Should the dealer not be the registered keeper of the vehicle?
I bought an ex-police riot van last year which had an MoT at the time of purchase. Now I find I cannot MoT it as it is not registered. The dealership taxed it for me the day I picked it up. What do I do?
