Splashing water onto the electronic throttle switch and shorting it out.What Shall I do?

My Hatchback Rover 400, year: 1999, whose engine cuts off every time I drive over a puddle of water, the accelerator stops responding and starts dropping until the whole engine die off. I leave it for 10 minutes, then I start the engine again and it will start immediately. In your response you said that, water splashes onto the electronic throttle switch and shorting it out. However, I would much appreciate if you let me know what I need to do in order to resolve this problem?

The engine has probably lost its under engine splashguard. So you need to get one and fit one.
