My wife has a Punto (04 reg) and I have had two of those problems, horn is easy to replace and the wipers are a known problem apparently, pivot part fails after several years. We use a local car mechanic (advertises in the town magazine), excellent service, good price. Suggest you try similar in your area. He's just fixed the driver side wiper last week as it happens. Fiat do not get the best write ups but this Punto has been good value with minimal problems. Battery died gracefully in the last cold spell but that was old age after eight years. Good luck.
