I have owned a 57 plate golf (petrol) from the date of first registration. The VW dealership tells me that the cam belt should be changed after 4 years regardless of mileage, but the service book talks about checking the condition at 60,000 and 80,000 miles before replacement at 100,000 miles. What is the correct age/mileage for the belt to be changed ?

The dealership are right I'm afraid. Age or mileage-whichever comes first. Rubber perishes with age regardless of the engine's mileage. That's why cars have variable service intervals.
