From what I've seen when traffic lights fail the traffic still seems to flow without any accidents, perhaps we British are better than you think, ON!

Lucky its not the same rule as on the railways, if a signal displays no lights at all its regarded as being at "danger" and nothing goes past it without permission from the signalman - would cause a few long tailbacks on the roads!!

When the lights at the entrance to the southbound Blackwall Tunnel pack up, the normal traffic jams fail to materialise altogether...
