The only thing I found odd was "The number will remain in the UK" well it would have to wouldn't it ?

Big cash-rich spenders should be applauded at all times, and especially in the current economic climate
It is better for the economy that someone who has wealth spends it in any way they can. That ensures that the wealth gets "redistributed" without resorting to Socialist diktat.
If these super-rich people were to stash their cash under their mattresses, that would be the worst thing they could do for our economy.
Far better that they spend it on buying non-essential stuff such as a £50000 watch, or a silly number plate, or a Ferrari, or a Bentley, or a Bugatti Veyron, or a luxury yacht, or the obligatory blonde WAG or whatever else takes their fancy.
Illiquidity does no one any good.
