Having taken delivery of a new pre-registered car where the V5 has been retained by the seller is there anything that prevents me, as the legal owner of the vehicle, from immediately applying for a new V5 using the V62 and stating that the registration certificate was not given to me by the previous keeper and giving the undertaking to return the original V5 to the DVLA if given to me by the previous keeper?

The Road Vehicles (Registration and Licensing) (Amendment) (No. 2) Regulations 2007
The Regulations provide that on 1st May 2007
(b) the fee for a new registration document increases from £19 to £25 (an increase of 31.6% ) (regulation 4).

No. They get the NIPs etc and they pass them on you, same as a company or lease car! You were joking - I know!
