Just seen this on the BBC, it was brought to my attention after commenting that the new surface of a B road near me has been resurfaced but the surface feels very odd and has a shiny appearance even when dry. (odd = no real feedback to steering but ok 100m further on after moving back to old surface).

Probably so, but most cars, on most road surfaces I suspect would be able to stop in half the published distance nowadays.
