My main headlights are not working, but the bulbs are working as can put on full beam and can flash people, any advice? Could it be a fuse?

Most likely a fuse or relay. I'd expect any competent garage should be able to diagnose and fix easily and quickly.

Could be the bulbs if it uses dual filament bulbs such as the H4's. Maybe both dipped beam filaments are blown.
