I think the point is less about the repatriation of the remains than of informing owners of the fate of their dogs. Even if accompanied by a bill for disposal, presumably caring owners would value that.

However I suspect that the majority of dogs found dead on the roads do not belong to such owners. The ones I know do not send their dogs out to play on the roads.

I agree, Manatee. I'd have thought that more cats than dogs are killed by being run over. Most dogs do what their owners tell thjem, at least some of the time; cats never do except when it's 'come to be fed'. Cats don't have owners - they have staff. And many don't wear named collars so it's even more difficult to inform anyone.
