Can you be fined in a private car park outside normal operating hours?

In a private car park, with a two hour free limit, is it still reasonable to be fined outside normal operating hours? None of the shop premises were open during the time of parking.

Yes. That was the Supreme Court ruling in Beavis v Parking Eye November 2015.
