Why are regulations on HID headlight conversions not being enforced?

There seem to be more and more aftermarket HID headlight conversion kits for sale, being fitted to cars with halogen headlights. I found a statement on the DfT website (link here: http://www.dft.gov.uk/pgr/roadsafety/drs/hidheadlamps ) that concludes: "In summary it is not permitted to convert an existing halogen headlamp unit for use with HID bulbs. The entire headlamp unit must be replaced with one designed and approved for use with HID bulbs and it must be installed in accordance with the rules stated".

The rules include a self-levelling system and headlamp washers. How is this DfT ban being enforced? As I understand it the MOT only checks the beam aim and pattern. In the meantime these illegal kits continue to dazzle other drivers.

You are right. It isn't being heavily enforced.
