Is my paper driving licence still valid?

My wife has not applied for a photo licence and still has a paper one. I have been told that this is no longer legal - is that true?

Still legal in the UK but not recognised in some countries so sensible to get a photocard licence. Quite a simple process because they use your photo with the Passport Agency for your passport.
