A-Class Mercedes won't pass 60mph

My Mercedes-Benz A-Class diesel won't pass 60mph. Is there a speed limiter or has it developed a fault?

There's a problem with it. Probably a failed turbo because the bearing has seized due to lack of oil because the bearing oil feed and return pipes are blocked.
