Why does my Peugeot 406 lose power occasionally?

I have a V-reg Peugeot 406 HDI 110bhp with 176,000 on the clock which is well maintained. At random times it loses engine power when running and the speedo drops to '0'. After a mile or so there is a surge of power and the speedo goes back to normal, and the cars runs as normal. Ideas?

Electronic throttle problem; maybe a sensor; maybe an earth to a sensor.
