Parking charges from February 2011 - is there a time limit?

I have received a 'reminder' from Civil Enforcement Ltd regarding a parking charge which occurred in Feb 2011. I have no recollection of this and have asked for the details again. Is there a time limit on this sort of charge being pursued?

No time limit, but if you have never been furnished with the details then they have to provide them and if they are hitting you with a penalty for late payment they have to be able to prove by a Post Office Certificate of Posting that they actually notified you in the first place. Their records alone are not enough.
