Why is my Citroen's heater/cooler fan always blowing hot even when set to cold?

It would appear that the control valve/switch somewhere on your engine block is either not connected correctly (normally by a control wire or by electrical circuit) or is not working. By doing this, it allows hot water do come from your engine and travel through your heater matrix (behind the dash panel) so that the fan will blow hot.
