We returned from a two week holiday to find our car missing. We told the police and they recorded it as stolen. An hour later they phoned to say the electric company had moved it for emergency work. The garage who moved it (about a mile) were closed until the Monday, so my very ill mother in a nursing missed a visit.

Apparently utilities are unable to identify the owner in such situations. This contrasts with the parking enforcers you often mention who have no trouble finding out.
