Honda CR-V winter tyres - which wheel size is best?

I will be fitting some winter tyres to my new Honda CR-V. Would I be better changing the wheels from the current 18-inch to 17s and would steel wheels be okay if I go down to 17s?

I find 18s okay on the CR-V because they still have a decent profile, but you could go down to 17s and these will be slightly better in the snow even though the car's steering won't be as sharp. 19-inch wheels are the problem wheels on the CR-V.
