Hyundai ix35 fuel filter issues in cold weather - is this right?

I have recently had a problem with my Hyundai ix35 (12 reg/25,000 miles) regarding the fuel filter clogging up in cold weather. The car came to a halt after losing power and the garage advised that the fuel filter was clogged and blamed the diesel used. Is this correct?

It clogs because the fuel you are using has a high moisture content, the result of which is it emulsifies and blocks the filter. Lay the blame on the fuel rather then the filter. If the filter let this stuff through it would be potentially harmful to the engine.

I'd switch to Shell V-Power Nitro Plus from a fuel station that has a high turnover and therefore is sure to have winter diesel from early November.
