I'm about to buy a Ford Focus with increasing CO2 emissions - will something need repairing?

I am about to buy a Ford Focus Zetec 2001 1.6-litre. I am still not sure about few things. When checking the MOT papers, I noticed that the CO2 emissions levels doubled between the last 2 MOT results. Also, the seller tops ups oil in his engine every 5000 miles or so. Should I be worried?

Probably needs new vale stem oil seals. There are 16 of them, so allow £500.
